In the run-up to International Children’s Rights Day on November 20, I had the honor of co-writing this letter to the President of the French Republic to promote non-violent education in France, alongside 13 other childcare professionals. This letter has gathered 520 signatories, including professionals, personalities and learned societies (including the Société Française de Pédiatrie, the Société Française de Pédiatrie Médico-Légale and the Association Française de Pédiatrie Ambulatoire).

Mr. President of the Republic, Emmanuel Macron,

This Wednesday, October 26, 2022, on France 2, you declare that our society is « increasingly violent » before emphasizing the need to « pacify society and give in to nothing ». We, childcare professionals, psychologists, pediatricians, psychiatrists, child psychiatrists, researchers, teachers, nursery nurses, psychomotor therapists, educators, speech therapists and associations, wish to alert you to the violence suffered by children on a daily basis in France.

79% of parents said they had used « educational » violence

On October 17, 2022, the Fondation pour l’Enfance published a barometer of so-called « educational » violence inflicted on children by their parents. According to this barometer, 79% of the 1,314 parents questioned confided that they had used at least one form of so-called « educational » violence in the week preceding the survey. While physical violence is slightly down, psychological violence is the most common form of violence.

France lags far behind in education

France, 56 th country in the world to have prohibited educational violence inflicted on children by the law of July 10, 2019, is lagging far behind in terms of education. Strong political and media involvement is needed to promote the best interests of children, in line with WHO and UNICEF policy, but also with the values of the International Convention on the Rights of the Child (ICRC) and recent scientific data.

Why are we so urgently concerned about the quality of our country’s parenting practices?

The boundary between abuse and Ordinary Educational Violence (VEO) is blurred: justifying violence by education opens the door to even more serious abuse. So-called educational violence includes verbal violence (shouting, insults, humiliation, etc.), psychological violence (threats, guilt-tripping, isolating the child for punitive purposes, etc.) and physical violence (pinching, hair-pulling, arm-pulling, slapping, spanking, etc.). The scientific consensus is that intense and/or repeated VEO considerably increases the long-term risk of aggression, anxiety, depression, personality disorders, delinquency, addictions (alcohol, drugs, video games, etc.), suicide and risk-taking. Such violence can have an impact not only on children’s cognitive skills, but also on their social skills and emotional regulation.

Non-violent education is associated with better child development

Scientific research confirms that non-violent parenting is associated with better physical and psychological health, social skills and self-esteem, and academic performance in children and adolescents. Non-violent parenting practices are also associated with reduced parental stress and burn-out.

This non-violent education is the opposite of laxity

Non-violent education is sometimes confused with lax, permissive, frustration-free education. This is a misconception. Non-violent education does not question the importance of rules, but the violence with which they are imposed. Scientific research has shown the damaging effects of lax and permissive parenting on children’s development.

Parenting is beneficial when the parent assumes parental responsibility, transmits values, defines rules and teaches the child the skills needed to respect them. He or she provides a framework, sets limits, accompanies the child’s emotional reactions and teaches him or her to regulate them. And all this without psychologically or physically abusing the child.

Parents need support

Being a parent is difficult every day. One in 4 families is a single parent. The prevalence of maternal depression is one in 10 women in their child’s first year. The temptation to resort to acts of educational violence is strong, because it seems to work so quickly. Children cannot take to the streets to demand that their rights be respected. The role of the public authorities is to protect and defend them by supporting parents.

The prohibition of physical and psychological violence is enshrined in law. Let’s make this law known. Let’s give parents and professionals in contact with children the support they need to uphold the law.

We ask :

• A major communication campaign on the needs and rights of children, clearly explaining what physical and psychological educational violence is, and proposing concrete alternatives to such violence.

• Any incitement to educational violence in the public space should be punished, as is currently the case for violence against women.

• That childcare professionals benefit from solid theoretical training based on scientifically validated knowledge, and that they also know how to accompany and support parents.

• Easy access to information for families, ongoing support to limit recourse to violent attitudes, and in cases of particular vulnerability, more sustained and appropriate support.

Mr. Chairman, we are well aware that educational attitudes take time to change, and that passing a law is not enough to significantly curb domestic violence. This evolution in education must mobilize everyone’s efforts, in the field as well as in the media and in politics. The long-term societal cost of educational violence is phenomenal.

Caring for and protecting children means building a resilient society.
